The Super Eagles boss, will however pick only five players from those that play in the NPFL, for the tie and the friendly against Burkina Faso on September 10.
"We are calling up 24 home boys in order to be able to identify new players for the 2014 African Nations Championship, for which we have already qualified," Keshi said.
The home-based players are expected at the Bolton White Apartments in Abuja on August 24, while those abroad will report to camp on or before September 2.
Nigeria currently top the group with 9points, while Malawi are second with 7points. Keshi's men need to avoid defeat, to progress to the final stage of qualification.
