David Cameron Calls Nigeria & Afghanistan ‘Fantastically Corrupt’

1
David Cameron has described Nigeria and Afghanistan as “fantastically corrupt” in a conversation with the Queen.

The PM was talking about the forthcoming anti-corruption summit when he made the comments.

It was not clear whether he knew the comments were being recorded.

“We’ve got some leaders of some fantastically corrupt countries coming to Britain… Nigeria and Afghanistan, possibly the two most corrupt countries in the world,” Mr Cameron said.
Archbishop of Canterbury, Justin Welby intervened to say: “But this particular president is not corrupt… he’s trying very hard,” before Speaker John Bercow said: “They are coming at their own expense, one assumes?”

The conversation took place at Buckingham Palace at an event to mark the Queen’s 90th birthday.

Afghanistan was ranked at 167, ahead of only Somalia and North Korea, in Transparency International’s 2015 corruption perception index. Nigeria was at 136.

'I don't hate you' - Tompolo says in an open letter to Pres. Buhari

Ex militant leader Government Ekpemupolo aka Tompolo has written an open letter to President Buhari, saying that he does not hate Buhari. In the letter, Tompolo said that his support for ex president Goodluck Jonathan during the last election was borne out of the fact that Jonathan was his own person. Read full letter after the cut...

His Excellency,
President Muhammadu Buhari, GCFR,
President of the Federal Republic of Nigeria,
Aso Rock Presidential Villa,
Abuja.
Dear Mr President,
‎I once again, deem it pertinent to write Your Excellency since your assumption of office in May 2015. Mr President will recall that at my meeting with you sometimes last year, I gave my commitment and pledge to ensure sustainable peace and development in the oil rich Niger Delta region and Nigeria in general.
At the meeting which I interpreted to be an ample opportunity and a template for peaceful co existence in the country‎, I made it known to Your Excellency that my support for your government as well as my commitment to a peaceful and secure Niger Delta region is paramount. But I remember also that I gave a humble advice on the need for Mr President to be weary of political cum crisis merchants, particularly those who are members of your own party, the APC. That advice arose out of the fear that most people who are members of your party, especially from the Niger Delta region, who are very known to me, take solace in evolving and concocting crisis to leverage upon.
I left the meeting fulfilled for three reasons. It was not because I had met with a new man in charge but because I ‎had an opportunity to air my views on the way forward. I had also successfully dispelled an unfounded perception that I do not want to see President you succeed having defeated my fellow Ijaw kinsman and close confidant. Thirdly, I did not use the opportunity of that auspicious meeting to arrogate to myself, as having the solutions to all the challenges facing the Niger Delta region.
This is worth emphasizing in the sense that aside me , there are several other dissatisfied, disenchanted, oppressed and agitated younger elements who still habour misdirected sentiments that I led a handful of ex agitators to surrender arms and embrace the Presidential Amnesty Programme in 2009, under late President Umaru Musa Yar’Adua, without immediately solving the myriad of problems facing our people. Little did such younger elements appreciate the fact that there can only be a process leading to the eventual succor ‎ for our people.
‎Nonetheless, I displayed an uncommon courage to ensure the sustenance of peace and relative security within the limits of my capacity and ability. Most Nigerians, if not all, are aware of the role I played in safeguarding and protecting crude oil and gas facilities during the last administration. I am sure even Mr President is aware of this development. As a patriotic Nigerian, I have never hidden my desire to do what is just in this regard even to the extent, that I have incurred the wrath of illegal bunkers and vandals.
Attempts To Demonize Me‎ And Ethnicise Niger Delta Issues
Mr President Sir, even at the risk of being repetitive, kindly permit me to recall the various efforts I have made to exonerate myself from the perfidious moves by some elements within and outside the Niger Delta region to always implicate me on any flimsy opportunity.
To such persons, calling me, the man behind every bad thing has remained the only avenue and pedestal to get political patronages. Although so many instances abound, the recent spirited move to link me with the nascent Niger Delta Avengers (NDA), a group that has claimed responsibility for the various breaches on oil pipeline installations in the Niger Delta region.
To some around you, the only means of getting Your Excellency’s attention is to wickedly attribute the activities of the said group to me simply because ‎I have a running battle with the Economic and Financial Crimes Commission ( EFCC). This is the height of desperation and hypocrisy on the part of such people.
For one, I have chosen to pursue my case with the EFCC to a logical conclusion because I am yet to be convinced that the purported case instituted against me does not have ethnic colouration masterminded by my traducers. Since the case is before a competent court of jurisdiction, I will refrain from making further comments on this.
However, ‎it will be in the interest of this great nation if Mr President takes a painstaking study of certain political actors around him, most especially those from the Niger Delta region. I bear no grudge against any of such, but I am convinced beyond any doubt that they have taken solace in perpetual misdirection and mischief as far as my person is concerned.
I make bold to say that there are several APC elements within and around your government who see anything Ijaw as criminal and anti-Buhari. Unpretentiously too, certain non-Ijaw ethnic merchants cum bigots have expressedly displayed open hatred for Ijaws in the Niger Delta region. Such persons have almost succeeded in warping a governmental mindset against Ijaws, whether in or outside your government. Please Mr President, this is a very dangerous dimension that is avoidable by your government.
Just as your people supported you as of right, throughout the presidential campaigns, ‎I do not think it was criminal for me to openly support one of my own, Dr Goodluck Ebele Jonathan for the presidency in 2015. I did so out of conviction not because I hate you or because you are a northerner. Afterall, most of my personal friends and acquaintances are from the north. To cap it all, the memories of my robust relationship with your Katsina brother, the late President Umaru Musa Yar’Adua are still painfully fresh and reminiscent of brotherliness.
In this regard, it is only appropriate to judge people not by what is reeled out to the corridor of powers by their traducers but by their deeds and activities. I do not think I have done anything to warrant this needless mental onslaught that has been visited on me since Your Excellency’s assumption of power.
Finally, I am compelled to say that these ethno-political merchants are merely laying the foundation for an unavoidable crisis. They will be happy to see a ravaged Gbaramatu Kingdom and by extension, Ijawland under the pretext of looking for me. This is a very dangerous template such persons are laying and it is only good for Mr President to deploy the inner mind to stratify this unwholesome gimmick.
Once again, I thank Mr President for having the time to peruse this letter.
Thanks and as usual, accept the assurances of my highest compliments.

FG to Launch “Change Begins With Me” Campaign to Curb Indiscipline

Lai MohammedNigeria’s Minister of Information and Culture, Lai Mohammed has said that the Federal Government is in the process of launching a massive nationwide campaign tagged “Change Begins With Me”.
Mohammed who made the statement during a courtesy visit to the corporate headquarters of The Guardian, noted that the soon to be launched campaign followed requests by people who have approached the government over what they considered the distorted values in our society.
According to him,
They are worried about the erosion of values, widespread indiscipline, dwindling integrity, poor attitude to work, etc. They say it is time for the government to launch another War Against Indiscipline, WAI.
If the Danfo driver will stop drinking “paraga” before hitting the road, if the patent medicine store operator will stop selling fake drugs, if the average worker will carry out his or her duties diligently, our society will be a better place.
He noted that the campaign will begin with a Summit on National Rebirth, Values and Ethics in July.
The minister also said that the 2016 budget will be used to lift Nigerians out of poverty.
“We plan to do this through six social intervention areas that will greatly impact on the economy as well as on lives: 500,000 graduates are to be employed and trained as teachers, 370,000 non-graduates (artisans, technicians) to be trained and employed; one million people (farmers, market women, etc) to be granted loans to set up small businesses; Conditional Cash Transfer to be made to the most vulnerable people (not unemployed graduates); School Feeding targeting 4.5 million school children and Bursaries/Scholarships for STEM (Science, Technology, Engineering and Mathematics) students,” he said.

President Buhari finally signs 2016 budget

President Muhammadu Buhari has signed the 2016 budget into law.

The president’s assent to the budget is coming weeks after horse-trading between the presidency and the national assembly.

In April, the national assembly transmitted details of the budget to the president after it had passed the bill on March 23.

But the president returned the document to the national assembly on the grounds that there were “grey areas” in it that needed to be sorted out.

The legislature then constituted a 10-man committee to smooth out the contours.

After a few weeks of legislative treatment, the final copy of the document was transmitted to the president on Thursday.

And, on Friday, he signed it into law.

In December, the budget proposal presented to a joint session of the national assembly by Buhari was N6.07trn. A total of N351bn was for statutory transfers, N2.8trn for recurrent expenditure and N1. 8trn for capital expenditure.

The legislature, based on the recommendation of its committees on appropriation, adopted $38 per barrel crude oil benchmark for the budget, as proposed by the federal government. It also adopted a foreign exchange rate of N197 per dollar as proposed by the government.

It, however, reduced the total budget sum from N6.07trn to N6.06trn: N351bn for statutory transfers, N1.4trn for debt service, N2.6trn for recurrent expenditure, and N1.5trn as capital expenditure.

Reuben Abati: The Cost of National Depression

Reuben Abati“I hear the World Bank says Nigeria is now the worst place to do business in the entire world.”
“ I don’t believe it.”
“I also hear that of the 15 fastest growing economies in Africa, Nigeria is no longer on the list.”
“ I say I don’t believe that. And stop hearing bad things.”
“We are not even in the top 10 of the World Top 10 oil producers anymore. Yet, we used to be No. 6.”
“ I still don’t believe that.”
“Inflation is now 13.2%, or well may be 12.8%.”
“Story”
“If you go to the market with N400 to buy pepper, that amount can’t get you enough pepper to fry two eggs.”
“Stop eating eggs. Too much cholesterol is bad for your health.”
“Moody’s has also just downgraded Nigeria in its ratings for end of March 2016.”
“Moody’s?”
“Yes. It is a credit and investment ratings corporation.”
“It is called Moody? What do you expect, then, other than a moody report?”
“Our rating by Standard and Poor’s is also negative.”
“I see. Standard and Poor’s giving a poor rating. So?”
“We are talking serious economics, not word play”
“I hear you”
“Even Fitch says our economy is in the negative.”
“Let them all keep fishing for negative information, I say I don’t believe it”
“And as it is, it looks like Nigerians have adjusted themselves to the reality of paying as much as N200 per litre for fuel?”
“In your village? In our own town, fuel is just N140 per litre.”
“And you think that is okay? At a time the spot price of crude oil is dropping internationally?”
“Stop reading those foreign reports. Stop feeding into the Afro-pessimism narrative.”
“You don’t believe this. You don’t believe that. Everybody is saying a hell-hole has appeared, and you are insisting you don’t believe it.”
“Sorry.”
“The Nigerian Bureau of Statistics has also reported that foreign investments inflow into Nigeria is down by73.79%, the least in 9 years, and total capital importation has fallen by 89.13%. GDP growth is the lowest in 9 years.”
“Hold on, one second… Now listen to me in Minister Kemi Adeosun’s voice: we are implementing a planned economy here, dum-b-hea-d”
“The kind of phone calls I receive these days. All artisans that I know have been calling me to ask if I have a job for them. The electrician called yesterday to ask if my air conditioners were not giving problems. I said No. He said what of the television sets? I said they were all working. He even asked whether Madam has not complained about any appliance in the kitchen.”
“That is a potential burglar, staking out territory.”
“Shortly after he dropped the phone, the mechanic also called to ask if the car was alright. I said yes. He asked if I was not hearing any unusual sound. I said No.”
“Your mechanic is stalking your car. What is that? Call the police.”
“But don’t you understand? There are no jobs in town.”
“Who is saying so?”
“I am, based on the evidence of my eyes and what I have been hearing.”
“And you have not heard that the Federal Government has launched a plan to create 1, 000 jobs per week by getting people to become masquerade dressers?”
“Masquerades?”
“Yes. Those masquerades that need 100 people to dress them; and another 100 to undress them. If every Nigerian community organizes a masquerade festival every week, all this nonsense about people not having jobs will end. It is the most profound official contribution to this unemployment narrative so far.”
“You just like to trivialize things.”
“How, it is simple economics. Imagine the number of tailors that will also be engaged.”
“You can’t be serious.”
“I am. Your electrician and mechanic will be better off joining the masquerade gang of Nigeria.”
“Who is proposing this?”
“ I don’t mention names, please. It is the idea that matters.”
“But come to think of it, I see some sense. We are actually a nation of masquerades. Masquerades in high and low places; masquerades behaving like ancestors when they are actually mere mortals.”
“It is the day motor jam masquerade that you will know he is a human being. Even the whole economy has become a masquerade.”
“But this thing about festivals.”
“It happened in ancient Rome. The Romans had over 170 festivals in a year. They were a source of unity for the Empire.”
“I don’t think Nigerians are asking for festivals, and an opportunity to dance, they want jobs and money in their pockets.”
“But you know the truth and why I don’t believe all these tales? Foreign investors will never give up on Nigeria. We have the biggest market in the whole of Africa. It is the source of our strength. If you like let a thousand kidnappers strike per day, all the airplanes on the Nigerian route will still be fully booked all year round. At the height of the Boko Haram and the Niger Delta crises, investors still rushed into Nigeria to look for opportunities. What they may be doing now is a kind of siddon look. It will pass.”
“If we sort out the economy.”
“What I know is that we are better than Venezuela.”
“So, Venezuela is now the standard?”
“They have oil, we have oil.”
“But Venezuela is now a failed state, for failing to manage its oil wealth very well. You need like a bag load of money to buy any essential commodity in that country. Is that what you want in Nigeria?”
“God forbid bad thing!”
“God?”
“I say God forbid bad thing!”
“This is about God?”
“Everything in this country is about God. That is why I agree with people who are now saying that the way forward is to approach God for help. Even the masquerades will offer prayers and speak to God through the ancestors.”
“Well, some people are not going to God. One man in Lekki yesterday, decided to climb an electric pole. He threatened to hug the electric wires and die. He said he would only change his mind if he was given N5 million.”
“Only N5 million, not N45 million?”
“The people called the Fire Service. Fire Service said they should call PHCN. They called PHCN; those ones said call the police. The police came, the Fire Service too, after about six hours. They begged the man but when he didn’t listen, they just went away.”
“The officials left the scene?”
“Yes. Everybody tried to talk to the man. He insisted on N5 million or nothing.”
“Don’t worry, it is the Tee Billz spirit in every Nigerian. So what happened in the end?”
“ I don’t know.”
“The man was not ready to die. He should have jumped straight into the Lagoon instead of climbing an electric pole. And did he tweet and instagram his drama like Tee Billz?”
“Well, I think government should just make it clear that anybody who wants to die should not disturb public peace, they should just go ahead.”
“That’s cruel. I expected the Lagos State government to be pro-active and offer that man some money. May be N1 million, and then rehabilitate him.”
“One ginni? If anybody gave that man money, you’d be surprised by tomorrow morning, you will find half of Lagos on top of electric poles, asking for money. Even me sef, I fit climb pole or hug transformer, but my own no be to die oh, na to collect money.”
“That is it… the strongest sign of the state of the nation. People are just going crazy. That was how one guy went to a fuel station in Lagos, stark naked, saying he would not dress up unless he was allowed to buy fuel. Nobody listened to him.”
“Don’t worry, they will all get used to it. It is a matter of time. Or it may just be that Nigerians love drama. Everybody has become a Nollywood artist; there is more drama outside Nollywood today.”
“What I don’t even understand is why people use the social media these days to kill people. You’d just wake up one morning and read a fabulous story about someone dying when they are actually alive. It must be only in Nigeria that death is used as an instrument of blackmail.”
“They did it to Chief Tony Anenih. He has had to announce that his traducers will be the ones to die before him.”
“They also did it to King Sunny Ade, IBB, Desmond Elliot”
“I blame the media. It is called irresponsible journalism.”
“No, blame the bloggers. Using the social media to announce a death that has not happened should be taken as a crime: a clear case of attempted homicide.”
“Ha, wait oh”
“What?”
“I just remembered something.”
“What?”
“I hear Baba OBJ has just donated a chimpanzee to an animal centre. Do you want to know what the Chimpanzee is called, named by the Baba himself?”
“Just shut up that your mouth!”
“Hear me first now. Try and exercise some Patience.”
“I say keep the name to yourself.”
“This is your problem. You don’t believe things you should believe and yet you don’t have the Patience to learn about things you don’t know.”
“Thank you. So, what are you, yourself donating to the animal centre? How about you donating a cow?”
“Cow ke? I don’t want any problems, please. I may donate one of my dogs.”
“Hen, don’t try that! I’ll send you one article I have just read. It says dog meat is medicinal and that it can cure malaria. It is also fortifies the human spirit and when you eat the testes, it is like taking Viagra. Current research findings!”
“Nonsense, I can’t eat dog meat. A dog is a man’s best friend.”
“The article says it contains energy, fat, protein, Vitamin A, Vitamin C, calcium, iron, thiamine, niacin.”
“You are salivating! If any of my dogs should disappear, I’ll bring the police to your doorstep.”
“Which ones? The same police who cannot rescue a man who wants to commit suicide. They will rescue a dog?”
“Just don’t go about telling civilized people that here, in Nigeria, we eat dog meat to cure malaria and impotence. Argggh!”
“You think Oyinbo people don’t know? Sit down there.”
“I hear…”
“You and the things you hear”
“I hear the Senate is recommending death sentence for kidnappers”
“Kidnappers. How about rapists? Look, what we need, to save Nigeria, most urgently, is a National Depression Initiative. People are depressed. It is why they say and do stupid things. ”
“I also hear….”
“Ok. Enough of these things you hear. I have heard enough today.”

John Kasich Pulls Out Of The US Presidential Race Leaving Donald Trump The Last Man Standing

Donald Trump has officially become the Republican nominee in November's US election after John Kasich today reportedly suspended his campaign for the presidency, automatically making Trump the party's flag bearer.

Mr Kasich cancelled a planned campaign event today to make a statement in Ohio. His departure comes on the heels of Ted Cruz, Trump's closest  challenger, throwing in the towel late last night following a disastrous result in the Indiana primary. It gives billionaire entrepreneur and sometime steak salesman Donald Trump a clear run at the presidency.

Mr Trump won all 57 of Indiana's state delegates last night, his eighth primary win in a row.
Kasich's team said as recently as last night that they would not pull out of the race before July's nominating convention.

They said: "Our strategy has been and continues to be one that involves winning the nomination at an open convention."

But a senior campaign advisor told NBC News today that he was set to pull his campaign with a statement tonight.

Jonathan Used Ben Bruce To Threaten Me Over Missing $20bn – Sanusi

Sanusi-lamido-Sanusi2
Emir of Kano, former governor of the Central Bank of Nigeria (CBN), Sanusi Muhammad II, has disclosed that former President Goodluck Jonathan threatened him, when he raised an alarm about missing $20 billion earned from oil sales. He also said that former Minister of Petroleum, Diezani Alison-Madueke was so powerful during the Jonathan administration that anyone who ever confronted her had problems.
Speaking on Forbes Africa TV programme, My Worst day with Peace Hyde,” Emir Sanusi said after the letter he wrote to Jonathan leaked, he was invited by the president and threatened.
He said since it was only himself and Jonathan that were at the meeting when the threat was issued, he rushed down to the office of the president’s principal secretary to report the matter in order to have somebody who could speak for him if anything happened.
“I went straight to the office of his principal secretary and I met him with a gentleman from Kano, who was foreign minister Ambassador Aminu Ali. I said to them, ‘gentlemen, I’m coming to you because I just had a meeting with the president and there were no witnesses, and the president threatened me.
“I repeated what happened and told them I was going to tell people close to me, if anything happens to me, it is the president.”
On what transpired, he said: “The president called me and said I should see him at 3:00pm. I turned up at 3:00pm and the entire place had been swept. There was no one apart from security services. I got to his office and it was just him and me. It was as if everybody had been asked to go.
“And so, he said to me, he’s calling me because he is surprised that the letter I wrote to him got to (former President Olusegun) Obasanjo. I said I’m surprised too.
“He said he’s convinced that the letter went from the Central Bank to Obasanjo and I had 24 hours to find who leaked the letter or sack somebody; the director who prepared the letter or my secretary and if I did not sack them, that was proof that I leaked the letter and, therefore, I should resign. I said to him that I’m surprised that I am being asked to resign for raising an alarm over missing funds and the minister in charge of the portfolio is not being asked to resign. From then, I knew I had signed my equivalent for death warrant. But, I said I was not resigning. He got very angry and said ‘whether you like it or not, you’re going to leave that office, I cannot continue to work with you, either you or I will leave government.”
“I remember Ben Murray Bruce, who is now a senator coming to me to say that he had it on good authority that if I went to the Senate with my documents, I would be removed, investigated and imprisoned. Then, I asked, why would I be imprisoned? and he said, ‘you know, you’ve worked in government.’ I have worked in government, if people really want to find something on you, in the Central Bank, five years, they would come and look, they would find something. I was like they would find it if I have done it. I mean, they can plant something, but, if I haven’t done it, maybe somebody under me had done something that I wasn’t aware of. But, in all my years at the Central Bank, to the best of my knowledge, I had done nothing that should put me in prison. However, I said to him, ‘tell the president, from me; that if the punishment for going to the Senate is prison, he doesn’t need to go through all of that, just ask him to tell me what prison he wants me to go to and for how many years, I’d drive myself there.”
The emir also revealed that he was shocked that the letter he wrote to Jonathan leaked and he never knew how until former governor of Rivers State and now Minister of Transportation, Mr. Chibuike Amaechi, said he leaked it.
“I think a few weeks ago, Amaechi announced to the world that he was the one who obtained a copy of the letter and leaked it. I don’t know where he got it, he didn’t say where he got it.”
Amaechi confirmed leaking the letter “because of the level of corruption in government” then. On the controversy over the missing money, Sanusi said he wrote to Jonathan when the CBN discovered a $49 billion revenue gap. According to him, he had warned that the country was going to have problem if nothing was done. The emir said he was not surprised that the Jonathan administration did not do anything to Alison-Madueke who was in charge of petroleum where the money was missing as “taking on NNPC was taking on the most powerful minister in Jonathan’s government, and nobody who had touched Diezani survived.”

Rolling Stones Also Orders Trump To STOP PLAYING Their MUSIC

The Rolling Stones have ordered presumptive Republican presidential nominee Donald Trump to stop playing their songs during his rallies.

The British rock icons became angered after learning the billionaire was using their music as part of a soundtrack to his appearances.

In a statement, the band said: "The Rolling Stones have never given permission to the Trump campaign to use their songs and have requested that they cease all use immediately.”

The Stones' 1969 classic "You Can't Always Get What You Want" was a popular song for Trump’s events, and during an event on Tuesday night, the campaign played "Start Me Up".

The property mogul is a well known music fan using songs including some by Sir Elton John to greet his arrival on stage.

Adele and Aerosmith frontman Steven Tyler have previously asked him to stop playing their music to fire up crowds.

The Minister of State for Budget and National Planning, Zainab Ahmed, made the disclosure on Wednesday while briefing State House correspondents on the outcome of the Federal Executive Council (FEC) meeting presided over by Vice President Yemi Osinbajo.

Mrs. Ahmed noted that the executive and the legislature had worked very hard to review the details of the budget.

She said: “And it (the budget) is at its final stage. So, maybe between today and tomorrow, the ‎National Assembly will start the process of transmitting the details to the president”.

Pandemonium In Edo State House Of Assembly Following Impeachment Of Speaker, Deputy Speaker

EDO
A year after resuming office, the Speaker of the Edo State House of Assembly, Honourable Victor Edoror and his Deputy were impeached on Tuesday, April 3 following accusations of incompetence and high-handedness.

The two principal officers were impeached by 15 members of the 24-member Assembly.
A new speaker Mrs Elizabeth Ativie was elected as replacement after their impeachment which led to pandemonium in the House with lawmakers fighting among themselves. There also a footage of Edoror attempting to drag the newly elected speaker off the Speaker’s seat.

Speaking with news men, Edoror following his purported impeachment said the House members had met without his consent, insisting he was the only one that has the power to convene the plenary.

“I was not there when they started. Can you start a sitting without me.

“They never put an allegation before me. I have not heard from them and I think they are frivolous allegations if they are so started,” he added.

As at today, heavy presence of security operatives was seen around the complex.
Police officials and those of the Nigeria Security and Civil Defence Corps were spotted around the complex with arms, blocking access to the House of Assembly.

World Bank To Release More Information On How Recovered Abacha Loot Was Spent By Past Governments

Sani-Abacha-OnoBello

The World Bank is set to release more information on how the recovered loot from late General Sani Abachawas expended by the government of Nigeria, reports Vanguard.

To this end, the bank has referred the appeal by a civil group, Socio-Economic Rights and Accountability Project(SERAP), to the Bank Archives Unit for processing for public access.

This was disclosed yesterday, by SERAP in a statement by its Executive Director, Adetokunbo Mumuni.

The development is coming on the heels of the appeal the organization lodged with the bank in February 5, 2016 on the ground that its earlier decision on its initial request did not reveal “important portions of the information requested on how Abacha loot was spent.”
According to Mumuni, the Bank Access to Information Committee (AIC), in its decision on appeal issued in case number AI3982-A dated April 29, 2016, to SERAP, disclosed that “although the appeal by the organization was not filed within 60 days of the bank’s decision as required by its Access to Information Policy, SERAP appeal nonetheless “contains a request for additional information, not previously submitted by the requester and which the bank has neither considered nor denied.”

It, therefore, referred the matter to the Archives Unit to process the request for public access. The request is expected to address such areas as the portion on-”evidence and list of the 23 projects allegedly completed with recovered Abacha loot, and whether the 23 projects were actually completed; and what became of the two abandoned projects; evidence and location of the eight health centers built with recovered Abacha loot reviewed by the World Bank; and evidence and location of the 18 power projects confirmed by the World Bank.”

Other aspects of the spending of Abacha’s  loot the bank referred for processing are information on how the $50million Abacha loot received before 2005, kept in the special account, was spent, evidence and location of schools, which benefited from the Universal Basic Education, UBE, programme in the amount N24.25 billion and evidence and location of the 13 road projects completed with the recovered Abacha loot, including the names of three of the largest road and bridge projects in each geo-political zone.”

In his reaction, Mumuni said: “It’s trite law that no procedural requirements should ever be made a tool to deny justice or perpetuate injustice. “SERAP, therefore, welcomes the decision by the World Bank not to allow technicalities (regarding its requirement of 60 days within which to file an appeal to it) stand in the way of substantial justice, and truth on the spending of recovered Abacha loot, adding that to do otherwise would have amounted to a miscarriage of justice for millions of Nigerians who are victims of corruption.

“We now hope that the Bank Archives Unit will move swiftly to allow public access to the information requested, as directed by the Access to Information Committee.

“Any further delay in disclosing the information will delay justice to the Nigerian people. And justice delayed is justice denied. In this respect, SERAP calls on Dr Ngozi Okonjo-Iweala, former Finance Minister, who coordinated the bank’s report to assist the Archives Unit in its task for speedy disclosure of evidence and locations of projects on which recovered Abacha loot was spent.”

Mumuni called on the President Muhammadu Buhari led government to immediately obey the judgment by Justice Mohammed Idris of the Federal High Court, Lagos, which ordered publication of the spending of recovered stolen funds by the governments of former President Olusegun Obasanjo, former President Umaru Musa Yar’Adua, and former President Goodluck Jonathan.
